8月7日，成都東部新區(qū)黨工委工作會議對《成都東部新區(qū)黨工委關(guān)于加強科技創(chuàng)新賦能產(chǎn)業(yè)高質(zhì)量發(fā)展的實施意見》（以下簡稱《意見》）以及相關(guān)扶持政策作說明，《意見》立足“將成都東部建成與重慶聯(lián)動的重要支點”時代使命，從重大創(chuàng)新平臺、技術(shù)攻關(guān)能力、科技創(chuàng)新生態(tài)、產(chǎn)業(yè)發(fā)展水平4個方面提出了定性定量有機結(jié)合的細分目標，加快將成都東部新區(qū)建設(shè)成為成渝地區(qū)重要的科技成果轉(zhuǎn)化承載區(qū)和技術(shù)創(chuàng)新示范區(qū)。

On August 7th,the work meeting of the Party Working Committee of Chengdu Eastern New Area explained the Implementation Opinions of the Party Working Committee of Chengdu Eastern New Area on Strengthening the High Quality Development of Science and Technology Innovation Empowered Industries(hereinafter referred to as the Opinions)and relevant supporting policies.The Opinions is based on the mission of the era of"building the eastern part of Chengdu into an important fulcrum for linkage with Chongqing",and proposes sub goals of qualitative and quantitative organic integration from four aspects:major innovation platforms,technological breakthrough capabilities,scientific and technological innovation ecology,and industrial development level,accelerate the construction of Chengdu East New Area as an important scientific and technological achievement transformation carrier area and technological innovation demonstration zone in the Chengdu Chongqing region.

今年以來，成都東部新區(qū)堅決貫徹中央、省委、市委部署要求，聚力推動“九個有力有效”“三個特別注重”要求落地見效，經(jīng)濟總體呈現(xiàn)“加速恢復(fù)、持續(xù)向好、結(jié)構(gòu)趨優(yōu)”的良好態(tài)勢。

上半年，地區(qū)生產(chǎn)總值118.6億元、同比增長18.3%，工業(yè)投資16.8億元、同比增長十倍，服務(wù)業(yè)增加值98.4億元、同比增長23.5%，一般公共預(yù)算收入增長36.7%，稅收收入增長59.1%，五項經(jīng)濟指標增速全市第一，獲評《環(huán)球時報》“2023年高質(zhì)量發(fā)展十佳新區(qū)”。

In the first half of the year,the regional GDP was 11.86 billion yuan,a year-on-year increase of 18.3%,industrial investment was 1.68 billion yuan,a tenfold increase compared to the same period last year,the added value of the service industry was 9.84 billion yuan,a year-on-year increase of 23.5%,general public budget revenue increased by 36.7%,tax revenue increased by 59.1%,and the growth rate of five economic indicators was the first in the city.It was awarded the"Top 10 High Quality Development New Areas in 2023"by the Global Times.

當(dāng)前，成都東部新區(qū)正處于經(jīng)濟恢復(fù)回升、轉(zhuǎn)段發(fā)力的關(guān)鍵節(jié)點，在下半年的工作中，新區(qū)將全面貫徹落實習(xí)近平總書記來川視察重要指示精神，把加強科技創(chuàng)新賦能產(chǎn)業(yè)高質(zhì)量發(fā)展作為今后的中心工作，聚力完成年度目標任務(wù)、整合資源做優(yōu)環(huán)境、辦實事惠民生、保安全防災(zāi)害，全力以赴跑出高質(zhì)量發(fā)展加速度。

《意見》充分貫徹落實習(xí)近平總書記來川視察重要指示精神和國家、省、市關(guān)于科技創(chuàng)新決策部署，深入學(xué)習(xí)研究《中共成都市委關(guān)于堅持科技創(chuàng)新引領(lǐng)加快建設(shè)現(xiàn)代化產(chǎn)業(yè)體系的決定》，立足“將成都東部建成與重慶聯(lián)動的重要支點”時代使命，結(jié)合成都東部新區(qū)產(chǎn)業(yè)基礎(chǔ)、資源稟賦和區(qū)位優(yōu)勢，提出“加快將成都東部新區(qū)建設(shè)成為成渝地區(qū)重要的科技成果轉(zhuǎn)化承載區(qū)和技術(shù)創(chuàng)新示范區(qū)”的目標愿景，并從重大創(chuàng)新平臺、技術(shù)攻關(guān)能力、科技創(chuàng)新生態(tài)、產(chǎn)業(yè)發(fā)展水平4個方面提出了定性定量有機結(jié)合的細分目標，確保各項目標有高度、不落空、能引領(lǐng)、見實效。

為科學(xué)有效推動《意見》制定，充分征求各方意見，成都東部新區(qū)黨工委工作會邀請市級相關(guān)部門、市屬國有企業(yè)、高校及成都東部新區(qū)機關(guān)企事業(yè)單位相關(guān)負責(zé)人進行分組討論，征求意見建議。

In order to scientifically and effectively promote the formulation of the Opinions and fully solicit opinions from all parties,the Party Working Committee of Chengdu Eastern New Area invited relevant departments at the city level,municipal state-owned enterprises,universities,and relevant leaders of government agencies,enterprises,and institutions in Chengdu Eastern New Area to conduct group discussions and solicit opinions and suggestions.

大家一致表示，《意見》聚焦科技創(chuàng)新、重點片區(qū)建設(shè)、產(chǎn)業(yè)發(fā)展等重點工作，切實把中央、省委、市委各項決策部署轉(zhuǎn)化為了新區(qū)高質(zhì)量發(fā)展的生動實踐。

Everyone unanimously expressed that the"Opinions"focus on key work such as technological innovation,construction of key areas,and industrial development,effectively transforming various decisions and deployments of the central,provincial,and municipal committees into vivid practices of high-quality development in the new area.
