In March,Chengdu issued the Implementation Plan for Carbon Peak in Chengdu.By 2025,the proportion of non fossil energy consumption in Chengdu will increase to around 42%,and by 2030,it will increase to around 45%,achieving the carbon peak target as scheduled.We will also comprehensively strengthen the green and low-carbon advantageous industries,vigorously develop the photovoltaic industry,lithium battery industry,and new energy vehicle industry,and achieve a scale of over 300 billion yuan in green and low-carbon advantageous industries by 2025.

The"new three types"market has sufficient momentum and rapid growth
In 2023,China's exports of electric passenger vehicles(new energy vehicles),lithium batteries,and solar cells increased by nearly 30%,with a total export amount of 1.06 trillion yuan,breaking through the trillion yuan mark for the first time,becoming a powerful driving force for promoting high-quality economic development in China.It also made China's"new three types"(electric passenger vehicles,lithium batteries,and solar cells)a hot topic of global attention.
In Sichuan,the export of"new three types"also achieved a growth rate of 46.7%in 2023,while Chengdu,as a strong manufacturing city in the central and western regions with the goal of becoming a global manufacturing center,has made important contributions to the rapid growth of the"new three types"field.
Chengdu is the city with the highest number of automobiles owned in China.
On the streets of Chengdu,over 6.3 million cars continue to flow day and night,outlining the prosperous scene of the city's vigorous development.Among them,the number of new energy vehicles owned in Chengdu has grown rapidly,reaching 633000 in 2023,ranking sixth among cities in China.
In terms of production and manufacturing,Chengdu produced over 80000 new energy vehicles per year in 2023,nearly double the amount in 2022.
On the sales side,in 2023,Chengdu's sales of new energy vehicles reached 222465 units,ranking fifth in the country with a year-on-year increase of 34.51%.From January to February 2024,Chengdu's sales of new energy vehicles reached 34557 units,ranking second in the country with a year-on-year increase of 64.5%.

During this process,Chengdu's new energy vehicles have also opened up sales channels overseas.The complete vehicle products and automotive components of Chengdu Dayun Automobile have been exported to more than 20 countries and regions,including Europe,Central Asia,Latin America,Southeast Asia,and the Middle East,with new energy vehicles accounting for the largest proportion;China National Heavy Duty Truck Group Chengdu Wangpai Commercial Vehicle Co.,Ltd holding hands with CiDi(Chengdu)Technology Co.,Ltd.has won an order for new energy vehicles from Mongolia;The demand for new energy vehicles in Southeast Asia is growing rapidly,and Chinese new energy brands have established a good reputation in the Philippines.
In June last year,Chengdu released the Chengdu New Energy and Intelligent Connected Vehicle Industry Development Plan(2023-2030),which mentioned that the global automotive industry is accelerating its transformation and upgrading towards electrification,intelligence,and networking.China's new energy vehicles have entered the top tier of the world's automotive industry and have the strength to occupy a commanding high point and win the initiative in the restructuring of the global automotive industry chain.Chengdu will firmly implement the strategy of strengthening the city through manufacturing,with high-quality development as the main line and industrial circle building and strong chain as a handle,to build a world-class new energy and intelligent connected vehicle industry highland with first-class innovative policy sources,rich ecological elements,and leading energy development.By 2025,the planned number of new energy vehicles will reach 800000,the industrial scale will exceed 150 billion yuan,and the production capacity will reach 250000 vehicles.

In the lithium battery and photovoltaic markets,Chengdu enterprises have also achieved excellent growth performance.
Chengdu is also one of the regions with the largest production of lithium batteries in Southwest China.As early as 2021,Chengdu's planned lithium battery production capacity reached over 200GWh,exceeding 20%of the national production capacity at that time.In 2023,the production of lithium-ion batteries in Chengdu will increase by 35.5%again.The plan is to strive for a total output value of 100 billion yuan in the lithium-ion industry by 2025.At the same time,Tongwei Group entered the Fortune Global 500 list for the first time,becoming the first global photovoltaic industry Fortune Global 500 enterprise.And its production of solar cells has ranked first in the world for 7 consecutive years in terms of shipment volume,with products exported to more than 30 countries and regions across five continents.The Action Plan for Optimizing Industrial Structure and Promoting Urban Green and Low Carbon Development in Chengdu proposes that the total output value of the photovoltaic industry will reach over 100 billion yuan by 2025.
In recent years,under the vast market opportunities,major projects in the lithium battery industry such as AVIC Lithium,EVE Lithium Energy,B&M Science and Technology,CATL,SVOLT,and Gree Tairnano have successively landed in Chengdu,and the industrial chain has continued to strengthen.

B&M Science Technology,located in Jintang,Chengdu,has broken through the industrialization technology of high nickel materials,a key positive electrode material for power lithium-ion batteries,breaking the long-standing monopoly of Japan and South Korea.In its production workshop,the automated production process operates 24 hours a day without interruption,and 200 tons of positive electrode materials can be produced every day;At CALB in Longquanyi District,the cycle life of car lithium battery cells here reaches 15000 times,meeting the safe and reliable operation requirements of charging and discharging cars once a day for 40 years;The CATL(Chengdu)New Energy Research Institute,which has landed in Xinjin,has been officially established.It will continue to focus on innovative technology research,achievement transformation,project incubation,and product demonstration applications in areas such as new energy development and utilization,power batteries,new energy storage,and zero carbon transportation.

In 2023,Dongfang Electric(Chengdu)Hydrogen Fuel Cell Technology Co.,Ltd.made breakthroughs in 10 key technologies,achieving independent development and batch demonstration application of multiple core hydrogen fuel cell products.The latest development includes three products:the fuel cell distribution vehicle with the highest output power and largest hydrogen storage capacity in China,a high reliability and long lifespan 200 kW fuel cell stack,and high-performance T30 series membrane electrodes.In the Dongfang Hydrogen Energy Industrial Park in Pidu District,10 core hydrogen and fuel cell enterprises have settled in,signed contracts to introduce 16 domestic and foreign cooperation projects,and a chain,cluster,and high-end hydrogen energy industry ecological chain is gradually forming.

In Xindu District,the construction of the international leading clean energy enterprise Houpu Hydrogen Equipment Industrial Park is also in full swing.The key components of multiple hydrogen refueling equipment independently developed by the enterprise have broken the international monopoly.Driven by technological innovation,Houpu has established a"moat"for enterprise development,becoming the first domestic container type LNG refueling station solution and the first domestic clean energy service provider to export LNG container type unmanned equipment.
Strengthening and supplementing the chain,Policy empowerment for green and low-carbon development
In the 2023 Chengdu Industrial Circle and Strong Chain Work Leading Group issued the Optimization and Adjustment Plan for Chengdu's Industrial Construction Circle and Strong Chain,the green and low-carbon ecosystem is one of the eight industrial ecosystems.It undertakes the important task of capturing cutting-edge technologies and hot tracks,focusing on key industrial chains,and promoting Chengdu's high-quality development.The goal is to cultivate six or more billion level chain owners,30 or more specialized and innovative enterprises,and create an advanced green and low-carbon technology innovation source and a concentrated carrier area of green and low-carbon advantageous industries with national influence by 2025.
At present,excellent cases such as key parks for green and low-carbon advantageous industries and green and low-carbon transformation factories have emerged frequently in Chengdu,setting a benchmark for green development in various industrial chains.However,there are still problems such as a large number but small scale of green enterprises,low market share of new energy products,and limited number of effective invention patents.In response to the key difficulties in the large-scale application of key materials,fuel cells,storage and transportation technologies in the field of hydrogen energy,it is necessary to strengthen the transformation of scientific and technological achievements,establish and incubate high-quality enterprises on the chain,take the lead in the chain owners,accelerate the introduction,supplementation,and strengthening of the chain,and the development of industrial clusters.
In January of this year,the Chengdu Municipal Bureau of Economic and Information Technology issued a notice titled Implementation Rules for Chengdu's Policy Measures to Optimize Energy Structure and Promote Urban Green and Low Carbon Development(Trial),proposing to accelerate the development of green production and manufacturing,promote energy digital transformation,accelerate the construction of smart grids,and support the development of renewable energy and hydrogen energy……When it comes to supporting the development and utilization of renewable energy and hydrogen,it is mentioned that subsidies for the construction and operation of distributed photovoltaic projects can be given up to 10 million yuan,and subsidies for supporting green electricity hydrogen production and hydrogen refueling station construction can be obtained up to 15 million yuan.
Recently,the Chengdu Municipal Bureau of Economic and Information Technology has formulated the Action Plan for Promoting the Development and Promotion of Hydrogen Fuel Cell Commercial Vehicles in Chengdu(2024-2026)(draft for soliciting opinions)and the Policy Application Guidelines for Promoting the Development and Promotion of Hydrogen Fuel Cell Commercial Vehicles in Chengdu(draft for soliciting opinions),publicly soliciting opinions from all sectors of society.The draft for soliciting opinions proposes to relax the urban traffic restrictions on hydrogen fuel cell commercial vehicles,improve 10 specific measures for the use of hydrogen fuel cells in all aspects,provide production and sales incentive funds for production enterprises,and also provide certain subsidies to hydrogen fuel cell commercial vehicle operating units.
It is reported that Chengdu plans to strive for the scale of the hydrogen fuel cell commercial vehicle industry in the city to exceed 20 billion yuan by 2026,driving the technological upgrading and cost reduction of hydrogen fuel cell commercial vehicles;strive to build 20 hydrogen refueling stations of various types(including 5 integrated hydrogen production and refueling stations),and form a hydrogen refueling station infrastructure network that matches the promotion scale of hydrogen fuel cell commercial vehicles.
